Mission
The mission of the State Center for Health Statistics Administration is to collect, preserve, and analyze information on births, deaths, and other vital events in the District of Columbia. The Center serves as the clearinghouse for vital records and as the District's state agency for providing official health data to other local, state, and federal agencies. The Center's responsibilities are divided among three divisions:
Program Description
Vital Records Division
The Vital Records Division is responsible for collecting, preserving, and administering the District's system of birth and death records, as well as other critical records. In accordance with the Vital Records Act of 1981, information is obtained from hospitals, the Medical Examiner's Office, funeral directors, other states, and the federal government. Authorized people may request and receive certified copies of these records upon payment of the appropriate fee. A birth or death certificate is provided only if the birth or death occurred in the District of Columbia. Copies of records may be requested in person at the Division's office, by mail, or by telephone through the VitalChek service.
The Vital Records Division is also responsible for the
Domestic Partnership
Registration. Applicants must apply in person to the Department of Health, Vital Records Division,

Research and Analysis Division
The Research and Analysis Division provides the statistical and technical assistance needed to analyze the raw data gathered by the Vital Records Division, as well as by other offices in the Department of Health. This division creates statistical databases based on the birth and death records and other health information reported by area hospitals, clinics, and public health programs. These statistical databases are linked with other databases to create statistical reports of the District's population. The research and analysis division conducts research on issues such as infant mortality, abortion rates, birth rates, and homicide rates.
Health Information and Business Systems Division
The Health Information and Business Systems Division is responsible for managing the information technology and business systems requirements for the Center. The Division's primary functions are to:
- Design and implement the technology infrastructure for the Department of Health
- Establish connectivity for all the Department's offices for information and data exchange
- Manage business transactions for the Center, including interagency agreements and revenue generation
- Manage the agency's research library and health information resource center
