Career Brief
Cynthia A. Brock-Smith is the vice president of external
affairs for the District of Columbia Chamber of
Commerce. As the chief advocate for the Chamber, she
develops the Chamber’s comprehensive legislative and
policy agenda, coordinates legislative strategy, and is
responsible for public information and outreach
activities.
From 1991-1993, Ms. Brock-Smith served as director of
intergovernmental relations in the cabinet of Mayor
Sharon Pratt Kelly in Washington, DC As director of
congressional relations for the US Office of
Personnel Management during the Clinton Administration,
she coordinated a comprehensive lobbying effort which
culminated in the passage of long term care insurance
for federal employees, the military and their families.
From 1993 to 2000, she worked on policy issues regarding
federal employees' health benefits programs and
health care issues.
From 1979 to 1984, she served as assistant legislative
director at the United States House of Representatives
Committee on Rules. In 1984 and 1988, Ms. Brock-Smith
served as deputy director of the Democratic National
Convention Committee on Rules. She has also served on
the staff of the House Appropriations Committee.
Other Activities
She has been active in the Boys and Girls Club,
Coalition of 100 Black Women, Congressional Mentors
Program, and other community based organizations and is
the former president of the DC Chapter of the National
Forum for Black Public Administrators. Ms. Brock-Smith
is a native Washingtonian who graduated from Eastern
High School and received a BA in political science from
the University of Maryland.
