Career Brief
Ms. Emanuel has 21 years of experience providing
leadership in both public and private health care
delivery systems. For the past two and a half years, she
has served as director of the Health Care Safety Net
Administration, which provides health care to the
District’s uninsured residents. For two years she worked
in the Office of the Governor, State of Ohio, Ohio Family
and Children’s First, developing school readiness
resource centers statewide. For six years she served as
director of AIDS Prevention for the Ohio Department of
Health. She also has experience in working with Medicaid
managed care and Medicaid Early Prevention, Screening,
Diagnosis and Treatment (EPSDT) programs for county
governments. Prior to her service in government, she
served as director of administration for a hospital
based anesthesiology group practice and director of a
medical billing company. Ms. Emanuel also spent five
years as executive director of an inner city family
health center.
Ms. Emanuel is a graduate of the Ohio State University,
School of Public Administration, with a specialization
in hospital and health services administration; and a
graduate of the University of Cincinnati, with a BS in
community health education.
Other Activities
Ms. Emanuel, prior to locating to the Washington, DC
area, held public office with the Columbus branch of
the NAACP and served on various boards such as the
Epilepsy Foundation, American Heart Association Board,
North Central Mental Health Board of Directors and
National Black Programming Consortia. She served as
a grant reviewer for the Robert Wood Johnson Foundation
and the Magic Johnson Foundation. She is currently a
member of the Metropolitan Washington Public Health
Association, National Forum for Black Public
Administrators, and various other organizations.
