Career Brief
Dr. Terry has served as Senior Health Policy Analyst
in the Office of the Mayor of the District of Columbia
Government. Presently he serves as the Lead Health
Systems Re-engineering Analyst for the Department of
Health’s State Health Planning and Development Agency.
He is an experienced health systems analyst having
expertise in health systems analysis and development,
strategic planning, marketing and management,
comparative health insurance and financial analysis,
grants development, and comparative international health
systems.
Some of his health planning accomplishments include: the
development of the first District of Columbia’s
Five-Year State Plan for Maternal and Child Health
Services (1979), development of the District of
Columbia’s first Preventive Health and Health Services
Grant (1990) and development of the District of
Columbia’s first Maternal and Child Health Block Grant
(1990).
Dr. Terry has served on a number of District committees,
most notably the DC Mayor’s Committee on Handicapped
Individuals (1984-1986).
Dr. Terry is a graduate of the University of Maryland,
College Park, where he holds a Ph.D. in General
Administration and Systems Analysis. He also attended
Yale School of Organization and Management for his
post-doctoral studies in Health Care Management and
Policy Development.
Other Activities
Dr. Terry is also a peer reviewer for the Office of
Minority Health Department of the Department of Health
and Human Services.
