Certification Services
Addiction Prevention and Recovery Administration

The Office of Certification and Regulation (OCR) provides certification services to all substance abuse treatment facilities and programs operating in the District of Columbia. OCR ensures the provision of quality substance abuse treatment services to persons who are addicted to drugs and alcohol.

OCR’s services include:

  • Conducting inspections and monitoring substance abuse treatment programs for compliance with applicable laws and regulations
  • Providing training to substance abuse treatment programs;
  • Providing consulting and technical assistance to substance abuse treatment programs
  • Granting certification to programs that meet the requirements.
Certification services are provided pursuant to:
  • 29 DCMR, Chapter 23: “Certification Standards for Substance Abuse Treatment Programs and Facilities” - stipulates the requirements for certification of all non-hospital residential, non-hospital detoxification and outpatient substance abuse treatment programs and
  • 29 DCMR, Chapter 24: “Choice In Drug Treatment” - stipulates the requirements for substance abuse treatment programs requesting participation in the “Drug Treatment Choice Program” (DTCP).
