Assessments and Referrals
Addiction Prevention and Recovery Administration

APRA's Central Registry Division (CRD) is where patients are assessed, a case file is initiated and their long road to recovery begins.

Hours of Operation: 8 am - 4:30 pm

Voluntary patients come to APRA through the CRD during regular business hours or the 24-hour Intake Facility co-located with APRA’s Detoxification Facility. The assessment will minimally include counseling assessments, Addiction Severity Index (ASI) assessments, nursing assessments, and a physical examination, which are used to determine the most appropriate level of care. Patients are referred to other healthcare providers as indicated.

It is best to arrive early at the CRD for processing, as it can consume most of the day.



Eligibility Criteria

Any resident of the District of Columbia affected by the abuse of alcohol, tobacco, or other drugs (ATOD) is eligible for registration. Patients are required to bring photo identification and proof of DC residency. Acceptable identification documents are:

  • Valid Driver’s License
  • Valid Non-Driver’s License
  • Employment identification with home address
  • Lease or mortgage contract
  • Proof of DC shelter residency



Screening Process

As part of the patient screening process, CRD staff members will:
  • Provide orientation and brief overviews of intake process process
  • Obtain consents
  • Provide counselor assessment
  • Assess the patient's Addiction Severity Index (ASI)
  • Provide patient with a copy of the patient handbook
  • Conduct nursing interview
  • Obtain urine and blood samples
  • Provide confidential HIV testing and counseling (optional)
  • Perform physical exam
  • Make diagnoses
  • Develop treatment plan (write admissions orders (write admissions orders)
  • Prescribe medication
  • Refer for follow-up in sub-specialty if indicated



Priority Placement

Priority Placement is given to women, pregnant patients, HIV/AIDS patients, and patients deemed a medical emergency by the intake physician.



Exclusion Criteria

Exclusion Criteria includes acute or severe medical conditions that are not stabilized prior to admission and interfere with the patient’s compliance with their treatment regimen.


Alternative Services Referrals

When it is determined by the intake team that the treatment services a patient requires are not available, the patient is referred to an appropriate treatment provider. APRA staff will facilitate the referral by contacting the referral source, arranging an appointment, and providing a written recommendation. 

Alternative services are frequently provided concurrent with APRA treatment services.
