Over one-third of reported HIV/AIDS cases in the District of Columbia are connected with substance abuse. In response to that, APRA successfully administered a major upgrade of its services for people living with HIV/AIDS. Approximately 12 percent of APRA patients have HIV/AIDS.

This upgrade is primarily accomplished through a series of agreements with service providers and other District programs for persons living with HIV/AIDS. Services now include the following:
- Case management and prevention education for APRA clients living with HIV/AIDS
- Intensive and transitional residential treatment for mothers who are living with HIV/AIDS and their children and
- Primary and secondary prevention education to clients

Another program that provides extensive HIV/AIDS screening and treatment services is the First Street Health Center supervised by Unity Health Care, Inc., a locally based non-profit health care organization. The center offers primary care services to dually and triply diagnosed individuals who are referred by APRA.
