Outpatient Services
Addiction Prevention and Recovery Administration

APRA offers a wide variety of outpatient treatment services to District residents and/or individuals referred from the District criminal justice system. These services range from abstinence clinics and day care to methadone maintenance clinics and aftercare. Based on the patient assessment conducted with a certified substance abuse counselor, and the medical evaluation, the patient is given a choice of facilities at which the treatment services determined for recovery can be obtained. Treatment services include:

  • Treatment planning and quarterly reviews
  • Medication therapy (as appropriate) and urine monitoring
  • Individual and group counseling
  • Specialized services for clients with HIV/AIDS, pregnant women, women with children, Latinos, and youth
  • Medical follow-up or referral for care
  • Referrals for social or vocational services and other needs
  • Onsite NA meetings and spiritual faith groups

The decision to refer potential patients to a particular facility depends on administering the nationally recognized standards using tools like the Addiction Severity Index (ASI) and American Society of Addiction Medicine (ASAM) criteria.

APRA staffs some outpatient programs, while others are administered through the newly implemented Drug Treatment Choice Program (DTCP). All outpatient programs, however, have these elements in common: group and individual therapy, one-on-one counseling, individual psychotherapy if needed, and attendance at fellowship meetings such as Narcotics Anonymous (NA) or Alcoholics Anonymous (AA).



Group therapy consists of meetings under the direction of a staff leader. Generally, patients attend group therapy sessions several times a week during the initial stages of treatment.
Group therapy also revolves around a specific problem common to patients. The aim is to help patients share their experiences, and through doing so, help each other develop effective coping skills.




Individual therapy and one-on-one counseling are key elements. At the beginning of treatment, a counselor will meet with his/her client regularly, often several times a week. Such therapy will concentrate on helping patients understand the underlying reasons for their actions, while one-on-one counseling generally deals with current problems in the patient's life and how these problems can be handled in a positive manner. Individual psychotherapy is available from staff psychiatrists.



Regular attendance at NA or AA meetings is required. These meetings are the backbone of a satisfying and sober life for alcoholics and drug addicts. Patients are expected to make fellowship meetings a permanent part of their lives.



Outpatient treatment greatly depends on the physical and psychological makeup of the patient. Patients who achieve permanent sobriety have gone well beyond avoiding alcohol and drugs; they have made very substantial changes in their lifestyles, often including changes in residential location; social companions; employment; a willingness and ability to give back to the community; and fundamental shifts in reactions to temptations, anxieties, and even celebrations.
