Special Services for Latinos
Addiction Prevention and Recovery Administration

According to the 2000 census, Latinos number 45,000 persons, making up an estimated 8 percent of the population of the District of Columbia. Studies sponsored by APRA have estimated that 16 percent of Latinos are substance abusers. The Office of Special Population Services (OSPS) within APRA has worked since 1998 with the Office on Latino Affairs (OLA) to address the substance abuse needs of the Latino community of the District. Through this partnership came the APRA/OLA Continuum of Care. Community based organizations now provide much needed substance abuse services to Latinos in DC. OSPS also works to ensure a high level of cultural competency within all of APRA’s services.

With funding from APRA, the following services are provided to the District’s Latino population:

  • Substance abuse treatment for Latino youth
  • Substance abuse treatment for Latino adults with co-existing mental health and substance abuse disorders
  • Day and residential treatment for homeless substance abusers
  • Outpatient treatment for Latino substance abusers living with HIV/AIDS
  • Pre and post release substance abuse counseling for Latino correctional residents
  • A fetal alcohol syndrome media campaign targeting Latina women at risk or abusing alcohol and
  • Outreach and linkage services for Latino women who are homeless and chemically dependent

In addition, APRA’s Detoxification facilities at the DC General campus support bilingual staff members who translate when needed and help patients deal with cultural difficulties
