Goal: Protect the health and safety of the District of Columbia residents and visitors.
Objectives:
Implement an inspection and surveillance program, including an on-site review of licensed establishments and programs designed to reduce and eliminate known risk factors. Conduct inspections on a schedule that considers prior compliance, and hire/train staff necessary to support the priority-based inspection program.
Respond to complaints in a timely manner, immediately if harm or serious hazards are reported; within 24 to 48 hours for others.
Obtain a computer information system that supports the mission, goals, and objectives of the Bureau. Inventory, license status, complaint tracking, certifications and revenue collected must be readily accessible. Information must also be readily available to the public and industry.
Obtain training and equipment that keeps staff abreast of state-of-the-art information, procedures, and processes.
Goal: Promote improved quality of health through community-based educational and informational projects.
Objectives:
Administer an outreach program, designed to develop educational and informational brochures, public service announcements, and articles for utility and community newsletters on food, drug, and radiation protection.
Participate in town meetings, health fairs, and various community gatherings for the purpose of providing awareness, education, and information on food safety tips, management of medicines, radon in homes and buildings, mammograms, and x-rays.
Design special surveys for consumer and industry customers to provide the Bureau with feedback and a measurement of effectiveness of its programs. The surveys are to be used as a gauge toward revision, re-prioritization, and further enhancement of the Bureau's programs.
Goal: Promote stakeholder involvement and customer satisfaction.
Objectives:
Establish collaborative agreements with associations for each discipline (food, drug, and radiation) that provide for input from industry stakeholders; and with elected officials and community groups (ANC's, civic associations, and City Council members) that provide for open dialogue, receipt of recommendations, and measurement of accomplishments.
Establish partnerships with federal and local agencies to assist with programs that promote and enhance the health of residents and visitors of the District of Columbia.
Implement a customer-friendly regulatory program that keeps industry and consumers aware of its results through immediate reports of findings to industry and posting of overall results for the public.
Goal: Build and sustain a high-quality, well-trained, customer-focused, motivated, and rewarded workforce team.
Objectives:
Recruit and maintain highly qualified staff.
Provide ongoing training to all staff in the latest products, services, and procedures that are associated with the Bureau's programs.
Provide mechanisms for consistent feedback from employees and customers that assesses efficiency and effectiveness of the Bureau's customer-focused programs.
Provide motivation for staff through excellent leadership and management, proper guidance, opportunities for input, design, and re-design of programs, and professional growth and development.
Reward staff verbally, in writing, and through all mechanisms available for excellent work performance. Recognize staff through promotions, special training requests, and award presentations.
Remain focused on teamwork, allowing for groups to dialogue and work with varying groups inside and outside the Bureau.
Goal: Achieve and maintain financial stability and self-sufficiency, optimizing the use of existing resources.
Objectives:
Establish a budget and accompanying spending plans that cover the actual and operating cost of the programs. Maintain a permanent record of expenditures, including procurements, training, and travel and all costs of programs and staff.
Generate, collect, and deposit funds. Review data to ensure self-sufficiency using current fees, and update and increase fees as necessary.
Obtain federal grants, in addition to generating licensure and enforcement fees, to assist with offsetting the District of Columbia Government's budget and that of the Bureau.
