How Applications Are Judged: Criteria for Review

Certificate of Need criteria and standards have been approved by the SHCC and adopted by the SHPDA. "Metropolitan review criteria" may also be used in the case of projects that have impact beyond the boundaries of the District of Columbia. Specific criteria might include, for example, management capability, travel time to a facility, or cost of construction.

The DC Comprehensive Health Plan is one of the major sources used to judge applications. In many cases, for example, the plan will specify the need or no need for additional services. Although all applications are considered, applications that do not conform to the DC Comprehensive Health Plan cannot legally be approved.
