Letter of Intent

The first step for an applicant is to send a letter of intent to the SHPDA Project Review Branch. The purpose of the letter of intent is to inform the SHPDA that the applicant wants to obtain a Certificate of Need, and to specify the key points of what is being proposed. The letter of intent should include:

  • The name, address, and telephone number of the applicant
  • The name of an individual authorized to respond to SHPDA staff questions regarding the application
  • The proposed location for the health care facility or health service
  • A brief description of the proposed health care facility or health service, including estimated capital expenditure and the proposed date of implementation
  • A copy of an advertisement placed in a newspaper of general circulation in the District (The advertisement must generally describe the proposed project and state that a letter of intent to apply for a Certificate of Need is being filed with the SHPDA.)

Someone clearly authorized to represent the applicant should sign the letter of intent.
